Incredible news in early March 2015 as the New York City Council published a Draft Bill titled "Passive Building Standards for Certain Capital Projects". This is the strongest indication yet that Passive House looks set to become mandated in NYC in the very near future and will give an incredible boost to the New York Passive House community.
We do have a major concern regarding the current wording of the Draft Bill, however, insofar as it makes PHIUS (Passive House Institute US) the sole definer of Passive House and the sole path of compliance. In so doing, the Draft currently precludes the very organization that has been developing and defining the Passive House standard for the past 25 years, namely the Passive House Institute, or PHI.
We believe the Draft Bill should be amended to refer to the internationally recognized Passive House standard developed by PHI. If you agree, we urge you to write to your City Council Representative, referring to the Draft Bill #701-2015 and request the above amendment.
